Draft Horsham District Local Plan 2019-2036

The Regulation 18 Draft Local Plan Consultation is now closed.

We have received thousands of comments from individuals and organisations.  An initial report on the findings of the consultation can be found on our website.

Once comments have been considered and the draft Plan has been further refined, we will publish the final Submission Draft of the Local Plan (Regulation 19).  For further information about the stages of Local Plan preparation and the currently proposed timescales for this to take place, visit our Local Plan timetable page.

The current Local Plan, known as the Horsham District Planning Framework, was adopted in 2015 and the Government requires us to review our Local Plan every five years. 

The Local Plan sets out planning policies and proposals for new development in the District.  It is important to note that this Regulation 18 Draft Local Plan was for consultation purposes only and does not represent Council policy at this stage.  

The Regulation 18 Consultation was open for a period of six weeks between 17 February and 30 March 2020.  

A copy of the Draft Local Plan, Policies Maps and the supporting Interim Sustainability Appraisal / Strategic Environmental Assessment, including a Non-Technical Summary are available to view below.

In addition to these documents, the Council have produced an Evidence Base comprising of a number of studies such as Infrastructure Delivery Plan and a Strategic Flood Risk Assessment.  Copies of all documents produced to date, are available to view on the dedicated Local Plan Review Evidence Base webpage.
