The evidence base does not take account of recent trends in planning decisions or the most recent Government-commissioned report on the planning system. The Government has stated its intention to radically review the NPPF. A forward-looking Local Plan needs to integrate these latest developments.

Concern about building on land liable to flooding. Strain on infrastructure - access via M23 A281 A272 these access roads cannot cope with traffic from 700 new homes Developers cannot promise schools or medical facilities as these are the responsibility of Education Authority and Health Trust Transport links via train would be almost impossible as nearest stations i,e, Hassocks Haywards Heath and Burgess Hill already overcrowded and NO parking. Evidence base missing documents e.g. High Weald AONB Management Plan Strategic site assessments haven’t reflected LUC assessments findings. HDC have not identified Strategic site constraints e.g. AQMAs, lack of services, lack of access to sites, Local Plan policy conflicts etc. Key base documents have yet to be determined, so a lack of firm targets to ensure delivery of any resultant plan. Little/no evidence of duty to cooperate or to meet known needs so leave most vulnerable with needs unmet.
