To avoid missing the potential of sustainable sites to meet HDC’s 5 year supply: • HDC should not exclude sites by judging them against unmade neighbourhood plans • HDC must assess all sites proposed for consideration for inclusion in the Local plan using the evidence supplied in the Horsham Planning Policy Consultations Housing and Employment Site Assessment Criteria conducted in 2019. • HDC should require all Neighbourhood plans use the Standard Methodology to calculate housing need

A major constraint to development is water resources which have not increased during a period of substantial house building and are not forecast to increase in the future to match development. Oxford Univ meteorologists note that as the jetstream slows periods of dry weather will become more prolonged in England. Thus Horsham area could have serious water shortages derived from droughts as, or more, severe than 2006 or 1976, when fewer houses. This should be assessed fully in the Plan.
