By expanding the exception housing scheme wrapper to cover other known & undelivered needs such as Self and Custom build, (HDC hold & manage the Self and Custom Build Register) HDC could meet its aim for “alternative and innovative ways to deliver a range of housing tenure”. This inclusion would enable HDC to maintain the same level of control regarding the amount & type of development on sites but gives a route for Self & Custom Build proposals to come forwards in a sustainable manner.
