Expand policy 28 to include other known & registered needs e.g. self and custom build house, HDC hold and manage the register for this, care homes and dementia care. This expansion of policy would enable controlled sustainable development to meet known needs and not to unduly restrict rural communities.
Strategic sites need to comply with policy 28 or HDC are operating a 2 tier system in favour of more damaging large development rather than sympathetic smaller schemes to meet identified needs. |
