The Local Plan is an opportunity to restore a sense of belonging and place that has been lost in legalistic interpretations of the NPPF and the pursuit of housing numbers. If the system is to be ‘plan-led’ then the community must be at the heart of plan-making and the Plan must convey that commitment in the policies and site allocations.

'Duty to cooperate means that the Local Plan must take into account the needs and requirements of other authorities.'
Duty to Co-operate does not equate to absorbing without extensive and robust challenge (including legal measures if required) the shortfall of neighbouring authorities, which would be an abrogation of Councillor and Council responsibilities.
