We agree that, if supported by viability evidence, the target for providing affordable housing on housing sites should be increased. The aspiration of 50% seems to be reasonable, and it is understood that testing may will deliver an optimum figure that falls somewhere in the 35%-50% range.

35% affordable housing is a reasonable target to aim for, especially on sites which have major infrastructure requirements, or require unusual levels of remediation in the case of some brown field sites. Higher levels, whilst positive with regard to meeting the need for affordable housing, would either reduce the provision of other social infrastructure, or put the viability of the whole development at risk (viability appraisal attached).

Our clients support the position that affordable housing should be provided on sites of 10 or more residential dwellings. However, any increase in affordable housing requirements in terms of percentage increases will need to be considered closely. Further increase would not be supported by our client.

The wording of policy 16 and the supporting text is not consistent with national policy, nor the Council's SHMA, in respect of the definition of affordable housing. The policy is unsound in its present form, but with modifications can be found sound.
