This draft policy does not fully address situations for development proposals on brownfield land outside and/or adjacent to Built Up Area Boundaries where there is capacity for a greater extent of development of non-residential uses or more than five residential units (whether via conversion or redevelopment).
Can HDC show innovation to meet known & registered needs:
a) Remove point 4 ensure planning decisions made on applications supported with evidenced facts & not a lack of desire for an unviable rural building.
b) Provide more detail of types of Community uses HDC may consider favourably?
c) Expanded Policy 9 to include other known & registered unmet needs e.g. self and custom build? Giving an innovative & controlled approach for HDC, enabling registered needs to be met & new quality housing.
