5.20-5.22 In view of the nature and condition of Horsham's rural roads "served by an existing metalled road..." is not sufficient to allow a conversion.  Many roads e.g. Hammerpond Road are unsuitable for HGV's and coaches.  Policy 9 no. 3 needs qualifying.
