The proposals in Policy 6 for business development at the Hop Oast Roundabout and at the Star Lane Trading Estate appear to be appropriate places where such development should occur. The former is strategically situated to serve residents in Horsham, North Horsham and Broadbridge Heath locations. The latter, especially if linked to the suggestion of relocating Huffwood Estate and redeveloping it for housing, would help to serve the needs of the villages around Partridge Green. Development of land near Hilliers Garden Centre would serve that side of Horsham and the suggested use of land at Buck Barn, associated with the suggested large-scale housing development at that location would seem to be a good solution to several issues.

I think that the policies in this section have been appropriately drafted to try to ensure that development will meet the needs of the local communities while retaining the characterists of those communities. Ensuring that town and village developments are based principally of retail use is appropriate, although experience of the problems arising from the changes in shopping habits and the high level of commercial rents shows that this is a difficult balancing act if the village centres (particularly) are not to be blighted by vacant retail premises.
