Summary
Can HDC show innovation to meet known & registered needs:
a) Remove point 4 ensure planning decisions made on applications supported with evidenced facts & not a lack of desire for an unviable rural building.
b) Provide more detail of types of Community uses HDC may consider favourably?
c) Expanded Policy 9 to include other known & registered unmet needs e.g. self and custom build? Giving an innovative & controlled approach for HDC, enabling registered needs to be met & new quality housing.

Paragraph 5.20 correctly acknowledges the character of the District.

With regards to policy 9 I support the first paragraph but would ask how the stock of potential housing will come to fruition in suitable timescale if point 4 in its current for is required for all successful applications: “It can be demonstrated that every reasonable attempt has been made to secure a commercial use of the building in the first instance via active marketing for a minimum period of 12 months. Active marketing will be expected to cover a period of at least a year with written confirmation from the commercial agent(s) regarding the redundancy and lack of viability of both the premises and site for commercial use;”
Whilst I appreciate that HDC do not want unsuitably located rural buildings to come to development but the points 1-3 of this policy do control any such unsuitable development.  Accordingly please can HDC remove point 4 of this policy to ensure a that planning officers make decisions on any such applications which must be supported with evidenced facts not the attempt to prove a lack of desire for a rural building that has no longer got a viable use in its setting. 

With regards to point 7 what sort of Community uses are HDC going to consider favourably?

Could this policy to expanded to include other known and registered unmet needs for example self and custom build?

Proposed Change a) Remove point 4 of policy 9 to ensure planning officers make decisions on any such applications which must be supported with evidenced facts not the attempt to prove a lack of desire for a rural building that has no longer got a viable use in its rural setting.

b) With regards to point 7 of policy 9, what sort of Community uses are HDC going to consider favourably?


c) Could policy 9 to expanded to include other known and registered unmet needs for example self and custom build? This could be an innovative approach for HDC and enable the council to turn unused buildings into excellent quality housing stock within controlled parameters.
