Agricultural Building Conversion Loopholes

Class Q Permitted Development, Agricultural (Barn) conversions.

How does this policy help to block the loophole of securing 'conversion rights' and then using this permission as a fallback to secure a full planning application for a new dwelling or dwellings, which would not have been permitted on a stand-alone basis? HDC should be trying to stop this loophole. This policy appears to encourage use of the loophole.

In addition the next step is to then apply to build a new barn, which is not blocked by the Class Q conversion, as it has never been implemented, as the original barn was demolished. HDC should be aware of this & word their policy to prevent this.

Proposed Change Tighten policy wording insofar as is possible to avoid unwanted development in the countryside ensuing from a 'never intended to be' class Q conversion
